Michigan Prison Release Scope
The Michigan Department of Corrections operates a statewide prison system. It is listed for Huron County as a custody system, not as a local facility. A felony arising in the county can result in commitment to an institution elsewhere. The record is keyed to the person’s MDOC number and sentence, not simply the county of conviction. An institution name while incarcerated can change through an ordinary transfer without any release.
MDOC describes OTIS, the Offender Tracking Information System, as its public search for current and qualifying former cases under department jurisdiction. OTIS covers prisoners, parolees, MDOC-supervised probationers, interstate-compact cases, escapees, absconders, and certain discharged people. It excludes county-jail and city-lockup prisoners and people sentenced only to jail. Therefore, an absent OTIS result does not answer whether a jail-only Huron County booking ended.

Search MDOC Release Records
Search the official OTIS portal by MDOC number when it is known. That number is unique. Otherwise, use at least a last name. Optional filters include sex, age within about three years, race, status, and exact-text scars, marks, or tattoos. A last-name wildcard requires at least three starting letters, such as Smi*. Open a likely match and compare identifiers, aliases, sentences, and case information before accepting it.

- Open the matching profile only after comparing more than the name.
- Read current status and location before reading any projected or historical date.
- Compare Date Paroled, Parole Board Jurisdiction Date or ERD, Maximum Date, and discharge information.
- Use the sentencing court for a judgment error and the listed field office for a supervision issue.

The portal’s filters help narrow a match, but they do not remove the need to compare the candidate profile with known sentence and identity facts.
Read Michigan Release Status
The status line supplies the first distinction. PAROLE means the person left prison and remains under MDOC community supervision. PROB means MDOC supervises circuit-court probation. DISCHRG means the person is no longer under MDOC jurisdiction for that sentence. It can follow successful supervision, maximum discharge without parole, or death, so the date and reason matter. PRISON normally means incarcerated, though the location and details can reveal an unusual placement.

Those definitions keep parole, eligibility, and discharge from being collapsed into one event. OTIS generally retains a discharged offender for three years after the most recent discharge unless the conviction is set aside, expunged, or removed by law.
Note: OTIS can lag or change, so a saved screen proves what appeared then and is not a permanent release certificate.
Michigan Prison Release Sequence
A common MDOC path begins with a court judgment, institution placement, and a Parole Board Jurisdiction Date. Board action and release planning may follow if the sentence permits parole. A granted case then reaches Date Paroled, community supervision, and eventual discharge. If parole is not granted, lawful maximum discharge may end confinement. Some prisoners are legally excluded from parole, and transfers between prisons are routine custody moves.
Michigan truth in sentencing also shapes the record. For covered offenses, the prisoner must serve the full judicial minimum before parole consideration. Michigan does not use a general 85 percent formula for those sentences. MCL 791.234 distinguishes covered disciplinary-time sentences from older credit-eligible cases. MCL 800.33 addresses legacy credits. A public search result should not be turned into a private date calculator without the judgment, offense date, sentence structure, misconduct record, and applicable law.

Huron County Parole Confirmation
When OTIS shows parole to Huron County, the local MDOC field office can resolve a supervision-location issue. The Region 6 directory lists the Huron Parole/Probation office in the county courthouse. This state office is distinct from 73B District Court probation, which covers local misdemeanor and court programs.

OTIS location can name the supervising office. For an absconder, it may instead be the last office and not the person’s current location. ABSCOND1 refers to a parole absconder sought by MDOC. ABSCOND2 refers to a probation absconder under sentencing-county jurisdiction. The MDOC FAQ publishes 517-755-0855 as its Absconder/Escapee Tip Line.
The Huron County parole and probation record path separates MDOC cases from local court supervision. That distinction is useful when “probation” appears in a docket but no state profile can be found.
Request MDOC Discharge Records
OTIS is an index and public profile, not the complete documentary file. When a public search does not supply enough detail, use the MDOC FOIA process. Describe the named person, MDOC number when known, sentence or discharge event, and the specific public record sought. Privacy rules and exemptions can limit person-specific material.

MDOC separately lists Corr_Records_Info@michigan.gov for current-prisoner records and MDOC-Records_Retention@michigan.gov for some former-prisoner records up to six years after release. Its FAQ describes a PENPACK that may include a photograph, fingerprints, Judgment of Sentence, parole material, and a Discharge Certificate. MDOC limits PENPACK distribution to recognized criminal-justice authorities for official purposes. A general requester should instead ask for the specific public and nonexempt discharge document needed.
Huron MDOC Record Boundaries
No MDOC institution was identified within Huron County. The system page must not imply otherwise. Women’s Huron Valley Correctional Facility is in Washtenaw County, and its name does not make it a Huron County prison. A Huron felony connection comes from the case, sentence, supervision location, or return to the county, not from a prison building located there.
A local jail movement and an MDOC record can connect when Huron County Jail reports a transfer to state custody. Intake may take time to appear. Preserve the Sheriff movement disposition while checking OTIS. Conversely, a person who completed only a county jail term may never enter OTIS. Start with the custody system that actually held the person.
